List of cities in Vietnam

Vietnam is divided into 28 provinces and 6 municipalities (or centrally-run cities; Vietnamese: thành phố trực thuộc trung ương, lit. 'city under direct central control').^[1][2] Municipalities are the highest-ranked classification of subdivisions in Vietnam^[3] and are mechanically at the same level as provinces, while being considered more populous and developed in nature. The municipalities are divided into wards and communes, with the former being urban areas while the latter being rural. Some Vietnamese municipalities have special zones, which are basically island divisions.

The list consists of places that have been granted city status by resolution of the National Assembly of Vietnam.

Cities in Vietnam do not fit in the strict definitions of the term itself; instead, they are generally understood as administrative subdivisions directly run by the Government of Vietnam rather than being subordinate to provincial administrations.

Prior to the amendment of the Constitution on June 16, 2025, Vietnamese cities were divided into two main administrative types: Centrally Governed Cities or Municipalities (Thành phố trực thuộc trung ương) and Provincial Cities (Thành phố trực thuộc tỉnh). Notably, Municipal Cities (Thành phố trực thuộc thành phố trực thuộc trung ương) were considered district-level administrative units within the municipalities.^[4]

Cities were further assessed and categorized under the urban area classification resolution, which includes six classes: Special (Loại đặc biệt), Class I, Class II, Class III, Class IV and Class V. Municipalities and Municipal Cities were given Class I (With the exception of Hanoi and Ho Chi Minh City being Special Class). Provincial Cities were assigned Class I, Class II, Class III depending on classification criteria.^[5]

After the amendment of the Constitution, Centrally Governed Cities became the only administrative units that are defined as 'cities.' ^[1][2] The amendment resulted in the dissolution of provincial cities, which rendered the urban area classification resolution outdated. On August 23, 2025, the Ministry of Construction published a draft resolution, aimed at addressing the problem, for public opinion gathering.^[6]
