The Lugansk constituency (No.25) is a proposed Russian legislative constituency in the Luhansk People's Republic. The constituency covers the republican capital of Luhansk as well as northern half of the LPR.
As the Luhansk People's Republic was annexed by Russia in September 2022, the constituency is created for the 2026 legislative election.

Since 2026: Bilovodsk District, Bilokurakyne District, Kreminna District, Lisichansk, Luhansk, Markivka District, Milove District, Novoaidar District, Novopskov District, Pervomaisk, Rubizhne, Sieverodonetsk, Slovianoserbsk District, Stanytsia-Luhanska District, Starobilsk District, Svatove District, Troitske District[1]
The constituency covers the republican capital of Luhansk, mostly rural northern LPR, coal-mining towns of Lisichansk, Pervomaisk, as well as Rubizhne and Sieverodonetsk, major centres of chemical industry.
