The Kerala State Planning Board (KSPB) is an advisory and planning institution of the Government of Kerala, India. Established in September 1967, the Board assists the State Government in formulating development plans, evaluating plan performance, and providing policy advice for socio-economic development. The Board also prepares the annual Economic Review of the State and supports decentralized planning processes across districts and local self-government institutions.[1]
Composition
The Chief Minister of Kerala serves as the Chairperson of the Board. The Board consists of a Vice Chairperson, selected Ministers, expert members, and a Member Secretary. The Chief Secretary to Government and the Additional Chief Secretary (Finance) serve as permanent invitees.[1]

The term of the Board is generally co-terminus with the term of the State Government.
Functions
The Kerala State Planning Board performs advisory, analytical, and coordination functions including:[1]
- Preparation of Five-Year Plans and Annual Plans for the State.
- Preparation of the annual Economic Review assessing sectoral and macroeconomic performance.
- Monitoring and evaluation of plan implementation.
- Coordination of Centrally Sponsored Schemes and externally aided projects.
- Supporting decentralized and participatory planning processes.
- Commissioning research studies and policy evaluations.
Major Publications
Economic Review
The Board publishes the annual Economic Review, a comprehensive document analyzing Kerala’s economic trends, sectoral performance, fiscal indicators, and social development outcomes.[1]
Fourteenth Five-Year Plan (2022–2027)
The Board prepared the Fourteenth Five-Year Plan (2022–2027), including sectoral working group reports across agriculture, industry, infrastructure, and social sectors.
