Joseph Andrew Ryan (born 1968/1969) is a United States Army general who has served as the commanding general of the U.S. Army Western Hemisphere Command since 5 December 2025.[2] He previously served as the deputy chief of staff for operations, plans, and training from November 2024 to December 2025. Prior to that, he served as the assistant deputy chief of staff for operations, plans, and training from 2023 to 2024,[3] and as the commanding general of the 25th Infantry Division from 2021 to 2023.[4][5]

Ryan graduated from the United States Military Academy in 1991 with a Bachelor of Science degree in Engineering Physics and was commissioned as an infantry officer.[6]

In July 2024, Ryan was nominated for promotion to lieutenant general and assignment as the deputy chief of staff for operations, plans, and training. [7][8]

In October 2025, Ryan was nominated for promotion to general and assignment as the commanding general of the U.S. Army Western Hemisphere Command.[9]
