The Honorary Consulate of Portugal in Utah is the first official Portuguese diplomatic representation established in the state. Created in 2023[1] and approved by the United States Department of State in 2024, it marks the expansion of Portugal's consular network in the western United States. According to data from the 2020 U.S. Census, the Honorary Consulate of Portugal in the State of Utah, serves an estimated diaspora of more than 6,000 Portuguese and Portuguese-descendants.[2] It has been the subject of coverage by Portuguese public media, including RTP[3] and RDP Internacional,[4] and The Portuguese Tribune[5] for its role in supporting the diaspora and strengthening bilateral cultural and educational ties.[6]
History
The Honorary Consulate of Portugal in Utah was formally established on 7 July 2023 to serve Portuguese citizens and Portuguese‑American families residing in the state.[3] Before the consulate's creation, residents relied on consular services provided by the Consulate‑General of Portugal in San Francisco.[6]
Luis Camara Manoel was appointed as the first Honorary Consul of Portugal in Utah.[3][4] His designation marked the beginning of an official Portuguese diplomatic presence in the state and was followed by a formal investiture ceremony presided over by Ambassador Francisco Duarte Lopes on 15 January 2025 at the Utah State Capitol.[5][7]
Jurisdiction
The Honorary Consulate's jurisdiction covers the state of Utah. It operates under the authority of the Consulate‑General of Portugal in San Francisco, which retains responsibility for full consular services such as passport issuance, national identification cards, and civil registry acts.[8][9]
Functions
As an honorary consular post, the office provides limited consular services,[9] including:
- Assistance to Portuguese citizens residing or traveling in Utah
- Support during annual mobile consular visits organized by the Consulate‑General
- Promotion of Portuguese culture, language, and heritage
- Facilitation of academic, business, and cultural exchanges between Portugal and Utah
Consular Outreach
Since its establishment, the Honorary Consulate has participated in a range of community, cultural, and educational initiatives in Utah. These activities have included support for the Portuguese Dual Language Immersion programs in local schools,[10][11][12] collaboration with state, municipal and religious institutions during official visits,[13][14] and engagement with Portuguese‑American organizations in the region.[15] The consulate has also assisted in coordinating mobile consular missions organized by the Consulate‑General of Portugal in San Francisco, expanding access to documentation services for residents who previously had to travel out of state.[16] These efforts reflect the consulate's role in strengthening ties between Portugal and Utah through cultural outreach, public diplomacy, and community support.
