Cecil Facer Youth Centre (CFYC) is a provincial juvenile detention centre in Sudbury, Ontario, Canada, that opened as a training school for boys in 1971 but turned into a juvenile detention centre in 1985. It takes offenders between the ages 12 and 17. There are plans for it to turn into a 50 bed adult female prison in 2028.[1]
Abuse
Former inmates say that physical abuse at CFYC was common, with staff giving beatings and forcing youth to fight each other as punishment. The staff would deprive access to facilities or giving degrading tasks like scrubbing floors with toothbrushes. The staff would put youth into solitary confinement in shackles. Attempting to report the abuse would allegedly lead to retaliation.[2][3] 80% of youth in CFYC report being put into secure isolation according to Provincial Advocate for Children and Youth.[4]
A class action lawsuit was filed on behalf of former residents of Ontario training schools, including CFYC going over allegations of mistreatment during their detention.[5]
