Abdul Aziz al-Muʽtasim Billah Shah of Perak

Sultan ʽAbdul ʽAziz al-Muʽtasim Billah Shah ibni Almarhum Raja Muda Musa KCMG KBE (Jawi: سلطان عبد العزيز المعتصم بالله شاه ابن المرحوم راجا مودا موسى; 14 November 1887 – 26 March 1948) was the 31st Sultan of Perak, a state in the British-administered Federated Malay States.

Raja Abdul Aziz was born on 14 November 1887 at Kampung Bandar, Teluk Anson, Perak.^[1] He was the son of Raja Muda Musa ibni Almarhum Sultan Ja’afar Safiuddin Mu’azzam Shah, who served as the heir apparent of Perak until his death in 1906.^[2]

He received his early education at the Teluk Anson Anglo-Chinese School before attending the Malay College Kuala Kangsar (MCKK) as one of its pioneering students.^[3] Following his education, he entered the civil service, serving as an Assistant District Officer in various districts, including Parit, Taiping, and Lower Perak. This administrative experience provided him with a deep understanding of the British colonial governance system and local state affairs prior to his royal appointments.^[4]

Following the death of Sultan Abdul Jalil in November 1918, Abdul Aziz was appointed Raja Bendahara on 1 August 1918 and subsequently elevated to Raja Muda (Crown Prince) on 18 December 1918.^[2] He served as the heir apparent for nearly two decades during the reign of his brother-in-law, Sultan Iskandar Shah, while residing in Teluk Anson. Upon the death of Sultan Iskandar on 14 October 1938, he ascended to the throne as the 31st Sultan of Perak.^[1] His formal installation took place at Istana Iskandariah on 4 March 1939.

His reign coincided with the Japanese occupation of Malaya (1941–1945). During this period, Abdul Aziz sought to maintain the continuity and dignity of the Perak sultanate under the Malayan Military Administration. In the final months of the war, he was involved with the Kesatuan Rakyat Indonesia Semenanjung (KRIS) movement and met with leaders such as Ibrahim Yaacob in Taiping to discuss Malayan independence in coordination with Indonesian efforts.^[5]

In the post-war period, Abdul Aziz was a vocal opponent of the proposed Malayan Union, which sought to centralize British control and diminish the sovereignty of the Malay Rulers. On 21 January 1948, he became a signatory to the Federation of Malaya Agreement, which restored the status of the Rulers and led to the formal establishment of the Federation of Malaya on 1 February 1948.^[6] He also introduced the first part of the Perak State Constitution (Undang-Undang Tubuh Kerajaan Perak) in February 1948, shortly before his death.

In early 1948, Sultan Abdul Aziz began to experience failing health. Following the advice of his medical examiners, he traveled to Lumut for a period of recuperation. However, he died unexpectedly at the Lumut Rest House on 26 March 1948.^[7] He was 60 years old at the time of his death.

The Sultan was interred at the Al-Ghufran Royal Mausoleum on Bukit Chandan, Kuala Kangsar. He was posthumously granted the title Marhum Nikmatullah.^[4]

He was succeeded as Sultan of Perak by his cousin, the then-Raja Muda Yussuf Izzuddin Shah, who was formally proclaimed ruler on 29 March 1948.
